Explanation:
1. In accordance with the case submitted by the Human Resources Department of Taoyuan City Government to the Ministry of Personnel Administration, Order No. 11357037032 dated May 13, 113, and attached is a copy of the original order.

2. Regarding how Article 15 of the Civil Service Act (hereinafter referred to as the "Act") should apply to civil servants concurrently holding positions in unregistered or unestablished non-profit organizations, the Ministry of Personnel Administration has stipulated as follows in the aforementioned order:
(1) Except for positions established as task forces or for temporary needs as determined by the organization, approval from the competent authority (organization) shall be obtained in accordance with Paragraphs 4 and 5 of Article 15 of the Act. However, if the concurrent position is unpaid and does not affect the primary duties, it shall be reported to the competent authority (organization) for record. If the circumstances specified in the Ministry of Personnel Administration Order No. 11255919391 dated July 7, 112 (as conveyed by our government's Letter No. 1120189321 dated July 11, 112) are met, it may be exempted from record-keeping.
(2) Furthermore, in accordance with Paragraph 7 of Article 15 of the Act, such actions that prejudice the reputation of civil servants, the credibility of the government, or interfere with their primary duties or create a conflict of interest are still prohibited.

If civil servants in various agencies (organizations) are currently concurrently holding positions in unregistered or unestablished non-profit organizations that require approval or record-keeping by the competent authority (organization), please comply with the relevant provisions of the Act within 3 months of receiving this document.
