Implementation Plan for the 2024 Special Education Professional Development and Training Program in Taoyuan City
I. Basis:
(1) In accordance with Article 7 of the Special Education Act.
(2) Handled in accordance with the letter from the Taoyuan City Government Education Bureau, No. 1130048193, dated May 23, 2024.
II. Objectives:
(1) To strengthen the basic theories and professional knowledge of special education for administrative personnel and special education program officers at all levels of schools in the city, and to enhance the effectiveness of special education administration.

(2) To improve the special education knowledge of regular class teachers in the city through systematic special education curriculum training, in order to safeguard the educational rights and quality of students with special needs.
III. Organizer: Taoyuan City Government Education Bureau
Implementing Unit: Zhongpu Elementary School, Taoyuan District, Taoyuan City
IV. Training Dates: July 2024, a total of 9 days (09:00 to 16:20)
V. Training Location: 3F Audiovisual Classroom, Zhongpu Elementary School, Taoyuan District, Taoyuan City (If necessary, after confirmation by the Education Bureau and the implementing unit, online training or blended learning may be adopted).
VI. Course Content: Special education-related topics, including understanding and counseling for various types of students with special needs, regulations and administrative practices, curriculum adjustments, and individualized education plans, totaling 54 hours.
VII. Recruitment Target and Number of Participants:
(1) Recruitment Target: Principals, department directors, special education team leaders, and relevant program officers at all levels of schools in the city for the 2025 academic year (limited to official establishment).
(2) Number of Participants: 50 participants for this session. If the number of applicants exceeds the quota, a maximum of 1 participant per school will be accepted on a first-come, first-served basis after completing registration.
VIII. Registration Date and Method (Written electronic/mail, or in-person submission):
Please submit the registration form (Attachment 2) and proof of service (or proof of employment) by June 26, 2024 (Wednesday).
IX. Completion Requirements:
(1) Admitted participants must attend all training sessions without unexcused absences and complete the assignments designated by the course instructors.
(2) Participants who are absent (or truant) for more than one-ninth of the total instructional hours (exceeding 6 hours) will not be issued a training certificate. (Only actual training hours will be recorded).
X. Management and Learning Rights:
(1) Participants will be granted official leave without substitute teacher fees in principle.
(2) Those who complete this training program and obtain a 54-hour training certificate will be deemed to have obtained the 3 special education credits as referred to in Article 7 of the Special Education Act.
(3) Instructors may conduct roll calls, assign homework, and pay attention to participants' feedback and suggestions to understand their learning progress and provide timely support and encouragement.
(4) Instructors may assess participants' learning outcomes based on their performance, assignments, and tests, and provide suggestions and guidance as needed.
十、管理與學習權益:
(一)參加人員以不支代課費原則核予公假登記。
(二)完成本培訓課程並取得54小時研習證明書者,視同取得特教法第7條所指之特教三學分。
(三)授課教師得進行隨堂點名、作業指派,並留意學員對課程之反應與建議,以了解學員學習情形,適時予以支持及鼓勵。
(四)授課教師得依學員之平時表現、作業、測驗等,考核學員之學習成果,並適時給與建議與指導。
