To inform you about reiterating that Taoyuan City Government personnel should uphold integrity, maintain self-discipline, and strictly adhere to the "Taoyuan City Government Employee Integrity and Ethics Regulations" to safeguard the integrity and clean image of the municipal team.
Explanation:
1. In accordance with the "Taoyuan City Government Letter No. 1130193289, dated July 16, 113".
2. Colleagues are requested to lead by example, administer affairs in accordance with the law, strictly adhere to integrity regulations and legal boundaries, establish a model of integrity and transparency, and implement the "Taoyuan City Government Employee Integrity and Ethics Regulations" (hereinafter referred to as "these Regulations") as follows:
(1) "Accepting Gifts": Public servants who receive gifts from individuals with whom they have a conflict of interest in their duties shall, except for the circumstances specified in the proviso of Article 4 of these Regulations, refuse or return them, and report to their superiors and notify the anti-corruption agency. If the gift cannot be returned, it shall be handed over to the anti-corruption agency for processing within 3 days of receipt.
(2) "Social Gatherings": Public servants who attend social gatherings with individuals with whom they have a conflict of interest in their duties shall not participate, except for the circumstances specified in the proviso of Article 7, Paragraph 1 of these Regulations. In exceptional cases, such as official etiquette or public events for folk festivals, participation is permitted only after reporting to superiors and notifying the anti-corruption agency in accordance with Article 10.
(3) "Requests and Intercessions": Public servants shall also implement Article 11 of these Regulations regarding matters involving requests and intercessions. They shall report to their superiors and notify the anti-corruption agency within 3 days to maintain public trust in the impartial execution of duties by public servants.
3. The procedures for reporting and notifying integrity and ethics incidents are established based on the principle of "openness and transparency." They are designed to provide individuals with a channel to clarify facts in a timely manner, thus avoiding the predicament of being unable to prove innocence when falsely accused or reported in the future. Furthermore, if a public servant is later investigated by judicial authorities for alleged misconduct, the integrity and ethics reporting procedure can be used to clarify the situation promptly.
