Subject: To protect students' consumer rights and ensure their safety when studying or traveling abroad, please strengthen publicity on related matters as detailed below. Please acknowledge receipt.
Details:  
1. This is in accordance with the Ministry of Education's letter No. 1130071313A, dated July 22, 113 (Republic of China calendar).
2. Recent media reports have highlighted cases where study abroad service providers (hereinafter referred to as "providers") have gone bankrupt, leading to parents being unable to recover refunds for summer camp activities organized by these providers. To safeguard students' consumer rights, please adhere to the following:
(1) When students sign contracts with study abroad service providers for overseas study and travel learning programs, schools should verify if the provider has been approved by the Ministry of Education and if the contract complies with the "Standardized Contract Requirements and Prohibitions for Overseas Travel Learning" and the "Standardized Contract Requirements and Prohibitions for Overseas Study."
(2) Please visit the Ministry of Education's "Overseas Study Abroad Information Kaleidoscope" (hereinafter referred to as "Kaleidoscope") website (https://studyabroadinfo.moe.gov.tw). On the homepage, under "Overseas Study/Travel Safety and Rights," click on "Provider Contract Review Results" to check for approved providers, and download the standardized contract templates from "Overseas Study/Travel Guide" for reference.
(3) To ensure the safety of students studying or traveling abroad, the Ministry of Education publishes e-newsletters on the Kaleidoscope website. Please strengthen publicity and encourage students and parents to read the content of each issue. For example, the e-newsletter published in May 113, "Check Contract Review Results Before Signing to Avoid Study Abroad Risks Early," provides important considerations before signing a contract. The e-newsletter published in July 113, "Amended Study Abroad Contract Requirements for Safety and Personal Data Protection," conveys the Ministry of Education's revised requirements for Article 7 of the "Standardized Contract Requirements and Prohibitions for Overseas Study" issued on June 13, 113. Please ensure that your school's faculty and students carefully review contract terms and inquire clearly about the use and protection of personal data when signing contracts with study abroad service providers.
3. If the study tour services provided by a provider are recommended by the school or if the provider is allowed to promote their services to students, the school should supervise whether the contracts signed between the provider and students comply with the aforementioned regulations to ensure the safety of students participating in overseas study or travel learning activities.
