Subject: Attached is the "Implementation Guidelines for the 113th Academic Year National Student Creative Drama Competition" for your reference and dissemination.
Explanation:
I. In accordance with the letter from the National Taiwan Arts Education Center dated July 31, 113, with reference number 1130002336.
II. The main points of revision for the aforementioned competition guidelines are as follows:
(1) Clarification of deductions for violating stage competition area regulations:
1. If participating students perform outside the designated stage competition area for their category, 0.5 points will be deducted from the total average score.
2. If adjustments to the stage competition area dimensions are required and an application is not submitted before the registration deadline, 1 point will be deducted from the total average score.
(2) During the competition, except for the participating students, the director/teacher is not allowed to enter the stage competition area, nor provide verbal guidance or hand over props. Violations will result in a deduction of 1 point from the total average score.
(3) It is stipulated that filming and recording at the competition venue shall not capture the performances of other participating teams/individuals, and must comply with copyright law and civil personal rights (portrait rights) regulations. If participating teams/individuals publicly share or upload recorded performance videos, they must comply with the aforementioned relevant legal regulations.
(4) To prevent interference with participants, all electronic devices should be turned off or set to silent, and the following behaviors are prohibited. If a participant fails to comply after being advised, the competition organizers may ask them to leave:
1. Conversing or using electronic communication devices for calls.
2. Bringing pets.
3. Entering or exiting the audience area during the performance or moving around in the audience seats.
4. Other behaviors that may disrupt the quiet environment.
(5) To encourage creativity, the competition scripts must be original works created by the participating schools:
1. If a script is adapted or modified, the source must be indicated on the cover of the submitted script (for the author's name or title, unless the work is anonymous or the author is unknown, it should be done in a reasonable manner), or permission from the copyright holder must be obtained (with supporting documentation). If other participating teams have doubts about the aforementioned issues, they should submit a formal appeal to this committee within 3 days after the competition, providing relevant supporting documentation and their name (appeals without supporting documentation and a name will not be accepted). The appeal will be decided by the judging panel or a committee of experts and scholars. The appealed team should submit their response within 3 days of being notified of the appeal:
(1) Failure to submit a response within the deadline will be considered a waiver of the right to appeal, and the decision of the judging panel or committee of experts and scholars will be implemented.
(2) If the judging panel or committee of experts and scholars determines that the script was not properly attributed or permission was not obtained, and it is confirmed to be plagiarism, the score for the appealed team's script will be zero. If it is determined that there is no plagiarism, the original score will be maintained.
2. Participating teams must submit a script declaration form upon check-in for the finals. Any violations of copyright law (including plagiarism) will be the legal responsibility of the team.
3. Participating teams will have their awards canceled, and certificates and trophies or medals will be revoked if they fall under any of the following circumstances:
(1) The competition script is involved in litigation for violating copyright law (including plagiarism) and a court judgment has been made.
(2) A script that has participated in the national finals and received an "Excellent" award is submitted again by the same school for the competition.
III. The aforementioned guidelines are also available on the National Taiwan Arts Education Center's National Student Creative Drama Competition website (https://web.arte.gov.tw/drama/) for download.
IV. To protect the rights and interests of student participants, please consider the schedule of this competition when planning other related activities to avoid or minimize conflicts with other events.
V. To participate in this competition, teams must first obtain representative rights in the 113th Academic Year Student Creative Drama Competition of this city. The implementation guidelines for the 113th Academic Year Student Creative Drama Competition of this city will be sent to all schools in a separate letter. If there are any changes in the personnel responsible for this academic year's affairs at your school, please ensure that this is included in the handover.
VI. For students participating in non-school-based experimental education at the senior high level, a copy is forwarded to the Senior High Education Section of this Bureau for their information.
