| Explanation: |
| I. | Based on the "National Dahu Agricultural and Industrial Vocational High School (hereinafter referred to as Dahu Agricultural and Industrial High School) Letter dated August 5, 113, No. 1130006419" and the "Implementation Guidelines for the Ministry of Education School Property Fund Subsidy Program for Training Disadvantaged Students with Special Talents" (hereinafter referred to as these Guidelines). |
| II. | The subsidy period, target audience, application items, application methods, and required written materials for this project are explained as follows: |
| (1) | Subsidy Period: |
| 1. | For projects to be executed throughout the year, with an execution period from January 1, 114, to November 30, 114, applications should be submitted between September 1, 113, and September 30, 113 (projects that have already received first-batch subsidies cannot apply for the second batch in the same year). |
| 2. | Target audience for training disadvantaged students with special talents: students from low-income households, students from middle-to-low-income households, and students with disabilities and indigenous students whose families are facing financial difficulties as determined by the school's on-site visit. |
| (2) | Application Items and Restrictions: |
| 1. | For training programs for disadvantaged students with special talents in sports, music, arts, and dance submitted by each school, the provisions of Article 6, Paragraph 1 of these Guidelines should be followed: "For each application, partial subsidy is the general principle; for competitions of special talents, according to the competition categories, each school's team in each category can apply for only one project per year; for individual special talent training, each disadvantaged student can apply for only one project per year." Furthermore, each individual special talent training project should be for one student. If there are 2 or more students, separate projects should be submitted. |
| 2. | The "Specialty Items" in the project can refer to the attached documents or the announcement content on the website in Explanation III. |
| 3. | Projects that have already received subsidies from other government agencies will not be subsidized. Please do not apply. |
| 4. | For the budget of the project, each applying school should prioritize "expenses required for the student's individual training or coaching courses." After fully meeting the student's needs, other subsidy items can be considered, in the following order: |
| (1) | Basic materials and supplies for the student's individual learning needs. |
| (2) | Meal expenses, transportation fees, accommodation fees, and miscellaneous expenses for the student's individual learning needs. |
| (3) | Basic tuition fees for the student's individual learning needs, such as hourly fees for external instructors. The hourly fees should not exceed 50% of the total project budget. |
| (3) | Application Method: Online submission and mailing of written materials (schools under the jurisdiction of municipalities and counties must submit paper documents through their respective municipal or county governments). | (4) | Required Written Materials: |
| 1. | Written Application Format: Application form, budget estimate, project proposal (including a complete course schedule format), list of professional instructors, list of students, catalog of student specialty certifications, and a letter of commitment (3 original copies of each of the above documents, arranged in order). |
| 2. | Supporting Documents: Photocopies of the professional background and relevant certifications of professional instructors (for the validity of coach certifications for sports instructors, in accordance with Article 9-1 of the "Regulations on the Qualification and Management of Sports Coaches Established by Specific Sports Organizations" issued by the Ministry of Education Sports Administration, if expired, attention should be paid to applying for extension or reissuance of coach certifications of various levels stipulated in the regulations by the specific sports organization before the expiration date of December 31, 114, based on the original level of the coach certification obtained). Photocopies of student specialty certification documents (1 copy of each of the above documents). |
| 3. | After compiling and stamping the above documents, please secure them with paper clips or binder clips. Do not bind them to facilitate the compilation of materials by the staff. |

| IV. | Schools wishing to apply must complete the online submission within the deadline and mail the aforementioned written materials to this bureau by September 30th of this year (113). Late submissions or incomplete materials will be considered as missing and will forfeit the qualification for review. Please mark the envelope with "114th First Batch of Ministry of Education School Property Fund Subsidy Program for Training Disadvantaged Students with Special Talents" (the postmark date will be the basis for the deadline). The submitted applications will be reviewed for completeness by this bureau, and then mailed via registered mail to Dahu Agricultural and Industrial High School for review. |
| V. | Attached are the application form, budget estimate, project proposal, list of professional instructors, list of students, catalog of specialty certifications, letter of commitment, copyright license agreement, and visit and guidance record form, each with one copy, as well as the specialty items table and these guidelines for your reference. |
