1. To enhance teachers' professional knowledge and broaden their global perspective, this city will continue to implement this plan and encourage teachers' professional development, aiming to cultivate outstanding educational talents and benefit all students in this city.

2. The key points of this plan are summarized as follows:
(1) Eligibility and Categories:
1. Eligibility: Currently employed full-time qualified teachers and administrative staff (referring to teachers with administrative duties and principals) in municipal schools and kindergartens at all levels. Must have served in this city for 7 years (inclusive) or more within the last ten years, or have a cumulative service of 8 years and have served in the current school for 2 years or more (including before the change of affiliation from national institutions). Must not have violated any provisions of Chapter 4 of the Teacher Act (service years calculated up to July 31st of the application year).
2. Application Categories:
(1) General Teacher and Administrative Staff Category: During their service period, those who have demonstrated outstanding performance in teaching innovation, administrative innovation, student counseling, administrative services, and educational sharing.
(2) Bilingual Teacher Category: Those who have achieved outstanding results with 2 years (inclusive) or more of bilingual teaching experience in schools in this city.
(2) Study Period and Number of Awards:
1. Study Period: From July 1, 2025, to August 29 of the following year. Study can be undertaken by semester or during the summer vacation, with the duration planned according to the necessity of the study, but not exceeding six months.
2. Number of Awards: Annually, the General Teacher and Administrative Staff Category will award 6 teachers and 3 administrative staff. The Bilingual Category will award 3 teachers (several alternates may be selected for each category). The quotas for each category may be interchanged. If the award standards are not met, the number of selected individuals may be less than the quota or exceed the quota.
(3) Funding: In addition to salary, full-time teachers and administrative staff selected by the Taoyuan City Government Education Bureau for full-time study and research will also receive a subsidy of NT$35,000 for related expenses during their domestic and international study and research period. The expenditure will be reimbursed according to relevant regulations.
(4) Matters to Note: After the study and research period, a report on the study and research results must be submitted within two months. If there are valid reasons, an extension of one month may be granted with the approval of the Taoyuan City Government Education Bureau through the school's official report. Teachers should also conduct related teaching activity sharing (2 sessions for semester study, 1 session for summer study). One session can be shared at their original school or at an invited external venue (online seminars are also acceptable and can be combined with project briefing sessions). Relevant explanatory materials and supporting photos should be attached and reported to the Taoyuan City Government Education Bureau for record. Bilingual teachers may choose to produce at least one lesson plan and teaching video, and upload it to the dedicated section after revision by the city's English teaching resource center, as a substitute for one teaching sharing activity, which should be submitted along with the results report to the Taoyuan City Government Education Bureau.
(5) The form of full-time study and research can be diverse (can be combined with businesses or involve visits, observations, surveys, academic exchanges, action research, etc.) and is not limited to academic institutions. Applicants should independently arrange with relevant units based on their needs and ensure alignment with the study objectives. During the study and research period, part-time employment or paid positions are not allowed. If giving lectures related to teaching or research and receiving lecture fees, prior approval from the Taoyuan City Government Education Bureau must be obtained.
