Explanation:
1. In accordance with the Taoyuan City Government's letter No. 1130322875 dated November 14, 113 (2024).

2. To avoid the length of the text affecting the judgment of achievements during the review, please limit the word count for "Specific Achievements" in Appendix I to between 2,500 and 3,500 characters, and the word count for "Brief Introduction of Achievements" in Appendix II to a maximum of 300 characters.

3. Key points for recommendation are as follows:
(1) Eligible candidates: Female civil servants and contract employees of all agencies and schools under the Taoyuan City Government.
(2) Recommendation qualification criteria: Must meet one of the achievements stipulated in Article 3 of the Implementation Guidelines.
(3) Recommendation principles:
1. Priority will be given to those who have not been selected as model civil servants or outstanding female civil servants by the City Government in the past three years.
2. The number of recommended candidates for each first-level agency of the Taoyuan City Government (including its subordinate agencies or schools) is limited to 3; agencies without subordinate agencies and district offices are limited to 1.
(4) Circumstances under which one cannot be selected as an outstanding female civil servant:
1. Within the last three years, has received any criminal penalty, disciplinary action, impeachment, censure, or a demerit or higher in the regular performance evaluation.
2. Within the last three years, has received an annual performance rating (or equivalent) of B or lower.
(5) Recommendation method: Each first-level agency (second-level agencies and schools will be coordinated by the first-level agency) and district office shall submit relevant materials for the Taoyuan City Government's review for those who meet the commendation criteria.
(6) Submission schedule: Each first-level agency and district office of the Taoyuan City Government shall submit relevant materials for the Taoyuan City Government's review for those who meet the outstanding female civil servant commendation criteria by December 16, 113 (2024) (Monday).

4. Those selected as outstanding female civil servants of the Taoyuan City Government will be publicly awarded a medal and a gift certificate of NT$5,000, and will be granted 3 days of official leave.
