II. The aforementioned plan is to provide psychological counseling and medical services for adolescents who abuse illicit substances. It is hoped that through various network units, referrals will be made for adolescents in need, by subsidizing costs to reduce financial burdens, increase willingness to receive counseling or medical treatment, and assist in addiction prevention, relapse prevention, and promotion of mental health.

III. The aforementioned plan includes4services. The target audience and a brief description of the services are as follows::

(1)) Program 1 (On-campus counseling):

1. Target audience: Adolescents (including juvenile offenders) who have used, are suspected of using, or are currently using illicit substances and psychotropic substances, and whose school registration is in senior high schools or below in this city.)2. Service content: Cooperating counselors provide services on campus, assisting adolescents with the aforementioned related issues and emotional adjustment difficulties through psychological counseling.

２、服務內容：合作心理師到校提供服務，以心理輔導方式協助有上述相關議題及情緒適應困擾之青少年。

(2)) Program 2 (Medical Services):

1. Target audience: Adolescents under18years old who have used or are currently using illicit substances and psychotropic substances, and juvenile offenders without age restrictions.

2. Service content: Receive services at the executive institutions of the Ministry of Health and Welfare's subsidy program for drug addiction treatment costs in this city. Doctors will arrange various medical services after assessment.

(3)) Program 3 (District Court On-site Service):

1. Target audience: Juvenile offenders who have used, are suspected of using, or are currently using illicit substances and psychotropic substances.

2. Service content: A dedicated counselor will be stationed at the Taiwan Taoyuan District Court to assist with the aforementioned related issues through psychological counseling. 。

(4)) Program 4 (Community Counseling):

1. Target audience: Adolescents under18years old who have used or are currently using illicit substances and psychotropic substances.

2. Service content: Cooperating counselors provide psychological counseling to assist adolescents with the aforementioned related issues.

IV. The various programs in this plan can be interconnected based on the needs of the adolescents to provide more convenient and appropriate treatment and counseling resources.
