| 1. | In accordance with the North Taiwan Regional Happy Protection Station and Taoyuan City Happy Protection Station Projects. |
| 2. | The project is jointly promoted by 8 cities and counties in North Taiwan (Taipei City, New Taipei City, Keelung City, Taoyuan City, Hsinchu City, Hsinchu County, Miaoli County, Yilan County) and four major convenience store chains (7-Eleven, Hi-Life, OK Mart, FamilyMart). It combines the strength of educational and social welfare units in each city and county to provide immediate free meals to children and adolescents from high-risk and vulnerable families under the age of 18 who are in urgent need due to emergencies and are hungry. When they go to convenience stores to pick up meals, convenience store staff will proactively provide care, ask them to fill out basic information, and then transmit the notification form to the local social welfare unit's contact window within 24 hours. After verifying their identity and school enrollment, the case will be assigned to the relevant school for assistance. The school will provide care, counseling, and necessary assistance based on the individual case (family) situation. If the child has no school enrollment or their school enrollment is unknown, the case will be assigned to the social welfare unit for investigation and handling. If the case is identified as a high-risk family, it will enter the social affairs bureau's tracking and counseling system. |
| 3. | The objectives, target beneficiaries, and principles of the "Happy Protection Station Project" are as follows: |

| 1. | To combine the four major convenience store chains in Taoyuan City, including 7-Eleven, Hi-Life, OK Mart, and FamilyMart, as care points to provide immediate meals for disadvantaged children in emergency situations. |
| 2. | To expand the reporting and rescue channels for children and adolescents under 18 who experience emergencies, providing meal assistance for hunger needs to ensure their safe schooling. |
| (2) | Target Beneficiaries: Children and adolescents under 18 years of age within this city who experience emergencies. |
| (3) | Subsidy Principles: The principle is to provide emergency relief rather than long-term support, aiming to solve the immediate urgent needs of disadvantaged children, not for long-term care. |
| (4) | Implementation Method: |
| 1. | When children under 18 whose families are experiencing emergencies are hungry and seek help at the four major convenience store chains, they will fill out basic information, select a main meal such as rice, noodles, or bread, and a non-alcoholic beverage (within NT$100 as a general principle), and it is generally expected that the meal will be consumed on-site. |
| 2. | After the child receives the meal, the convenience store will fax the notification within 24 hours. Upon receiving the notification, the Social Affairs Bureau of this government will assign a dedicated person to notify the relevant school. The school, upon receiving the case, should immediately provide care and counseling or refer resources to assist the student. |
| 3. | If it is found that the primary caregiver of the child's family is unemployed or has unstable income, the care and counseling personnel should proactively provide information on employment services from the Labor Affairs Bureau and social assistance measures from the Social Affairs Bureau. |
| 4. | We request your school/kindergarten to actively promote this initiative through various channels such as assemblies, school websites, electronic billboards, scrolling displays, bulletin boards, Line groups, and parent communication books. Please also broadcast the scrolling message "'Happy Protection Station' Protects Happiness! Children under 18 facing emergencies at home can seek help and meals at convenience stores." throughout the year to ensure students are aware of and can utilize this measure. |
| 5. | We ask all schools to assist in visiting nearby convenience store branches to check if the stores have displayed the LOGO in a prominent location at the entrance, and if they have notification forms and SOPs available, in order to establish a strong community interaction and care network. |
