Taoyuan City Government has amended the Salary Point Conversion Rate Standards for Appointed and Contracted Personnel in its subordinate agencies, schools, and mountainous areas, with one copy each, effective retroactively from January 1, 114.

Explanation:
I. Regarding the Executive Yuan's adjustment of civil servant salaries for the year 114 and the amendment of the "Guidelines for Civil Servant Salary Payments Nationwide," the Taoyuan City Government has already notified this matter via its letter of April 24, 114, with the reference number Fu Ren Ge Zi Di 1140108210 (attached).

II. The salary point conversion rate for appointed and contracted personnel (including acting personnel, hereinafter referred to as appointed/contracted personnel) in the subordinate agencies and schools of the Taoyuan City Government (excluding Fuxing District) was originally NT$135 per point. In line with the general salary point conversion rate adjustment for the year 114, it has been increased to NT$139.1 per point, effective from January 1, 114. For appointed/contracted personnel hired through central government subsidies (projects), the salary point conversion rate should be in accordance with the standards approved by the subsidizing agency. As for the salary point conversion rate for appointed/contracted personnel in the mountainous areas of this city (Fuxing District), it was originally between NT$138.6 and NT$143.1 per point. In line with the salary increase, it has been raised to between NT$142.7 and NT$147.2 per point, effective from January 1, 114, with an increase of NT$4.1 per point.

III. For the approved appointment/contracting plans for the year 114 by the Taoyuan City Government, where the monthly salary standards apply the general salary point conversion rate of the Executive Yuan or the salary point conversion rate for mountainous areas of this city, the authority is delegated to each first-level agency and district office to independently approve and adjust the salary point conversion rate. Please proceed to the WebHR Appointment and Transfer Subsystem / Appointment (Contracting) Plan section to revise the originally approved appointment (contracting) plan according to the adjusted salary point conversion rate and submit it through the system. Each first-level agency and district office shall approve it by the end of May 114. For plans such as engineering (administrative) assistants who are paid in the same way as appointed/contracted personnel, please calculate the converted amount according to the regulations and adjust it when revising the plan next time.

IV. For appointed/contracted personnel whose salary point conversion rate was approved by the Executive Yuan on a special case basis and is higher than the general standard (e.g., social workers), after the relevant competent authorities approve the adjusted standards for the year 114, the first-level agencies shall submit a request for revision of the appointment (contracting) plan.

V. Furthermore, for the appointment (contracting) plan (form) for acting personnel, please follow the regulations of the Taoyuan City Government's letter of May 24, 108, with the reference number Fu Ren Li Zi Di 1080129182, and the Personnel Department of this Government's letter of February 25, 111, with the reference number Tao Li Ren Zi Di 1110001132 (attached). The authority is delegated to each first-level agency and district office to independently approve (amend) the plan (form) in WebHR.
