Announcement Compilation

The city's "Taoyuan City Low-Carbon Activity Guidelines Plus" will be effective from June 1, 2025. Please be informed.

Description:  
I. In accordance with the letter from our department dated June 2, 114, Ref: 1140145157.
II. The "Taoyuan City Low-Carbon Activity Guidelines" was established and promulgated by our department in 112. To meet the needs of practical promotion, the guidelines have been revised and updated to "Taoyuan City Low-Carbon Activity Guidelines Plus" (as attached in Appendix 1), which will be implemented from June 1, 114.
III. Key points of the guidelines are summarized as follows:
(1) The applicable subjects are government agencies and schools at all levels of our department as activity organizers, with single events reaching 1,000 participants or cumulative weekly events reaching 10,000 participants or more. If the activity is funded by our department, the funding unit may require the funded unit to refer to these guidelines.
(2) Activities must be registered on the "Low-Carbon Activity Guidelines Special Zone" of the city's carbon neutrality platform (https://carbonneutral.tydep.gov.tw/LowCarbonActivities/Index) 30 days prior to the event. If the platform review confirms compliance with the 16 carbon reduction indicators, a "Taoyuan City Low-Carbon Activity Review Self-Assessment Form" (including reduction thresholds for various types of activities) will be generated. The organizing units of our department shall attach this form to the activity application document when organizing the event, and only then can the event be held.
(3) The organizing unit shall carry out the activity in accordance with the planned carbon reduction indicators, and shall compile relevant data and results, uploading them to the guidelines special zone within 30 days after the activity is completed.
IV. The updates to the guidelines are as follows:
(1) New low-carbon measure items: Expanding coverage to diverse low-carbon activities, encouraging more innovative and actionable low-carbon practices.
(2) Adjusted calculation methods for existing items: Optimizing the carbon reduction calculation methods for existing items based on the latest data to ensure that the data is closer to the actual implementation.
(3) New reporting zone for small and medium-sized activities: Encouraging small and medium-sized activities with fewer than 1,000 participants to actively respond to the net-zero policy, and serving as a reference for awards. Small and medium-sized activities are exempt from advance registration and only need to report to the designated platform within 30 days after the activity is completed.
(4) This Guidelines Plus sets reduction thresholds for each type of activity for the reference of activity organizers during planning. If the reduction threshold for that type is not met, it will affect the evaluation of future incentive measures by our department. Applicants are requested to re-examine the activity planning content (as in Appendix 2 of the operation manual).
V. The aforementioned guidelines will be reviewed and revised in terms of implementation methods and items based on subsequent execution status and feedback. The operation manual is attached as Appendix 2.
