Typhoon Danas made landfall on the west coast of Taiwan, causing significant damage. If faculty and staff members of our school need to return to their hometowns to assist with post-disaster reconstruction, please submit relevant documents to the school to apply for a suspension of work. The school will handle these applications with leniency.

Typhoon Doksuri made landfall on the west coast of Taiwan, causing significant damage. If faculty and staff of our school need to return to their hometowns to assist with post-disaster reconstruction, please apply to the school for a leave of absence with supporting documents. The school will consider such applications leniently.

Explanation:
1. In accordance with the letter from the Directorate-General of Personnel Administration (DGPA) of the Executive Yuan, dated July 14, 114 (2025), DGPA-PEI-No. 1143025499, and with one copy of the original letter attached.

2. Article 13 of the "Regulations on Suspension of Work and Classes due to Natural Disasters" stipulates: "(Paragraph 1) After a natural disaster occurs, faculty and staff of government agencies and schools may, under the following circumstances, decide to suspend work and classes themselves and report to the head of the agency or school afterward: 1. For cleaning up widespread damage caused by the natural disaster. 2. When the spouse or lineal relatives of faculty and staff of government agencies and schools have suffered severe injury, death, or disappearance. 3. For handling the aftermath when the residence of faculty and staff of government agencies and schools, their spouses, or lineal relatives has collapsed or is in danger of collapsing, or has suffered significant damage. 4. When the disaster situation has reached the threshold for suspending work and classes, but communication is interrupted, making contact impossible. 5. Other situations where terrain, transportation, or the supply of water and electricity is interrupted or difficult, affecting safe passage, work, or classes, or posing a disaster risk. (Paragraph 2) The head of the agency or school may grant the individual a leave of absence registration within 15 days, depending on actual needs."

3. The interpretations of "lineal relatives," "their residence," and "the period of 15 days for leave registration," as mentioned in the preceding regulations, were previously explained in the letters from the former Directorate-General of Personnel Administration (now DGPA) of the Executive Yuan, dated October 30, 98 (2009), DGPA-KAO-No. 0980065345, and November 16, 90 (2001), DGPA-KAO-No. 030387, stating briefly:
(1) Regarding the scope of "lineal relatives," in accordance with the provisions of the Civil Code concerning relatives, it includes lineal blood relatives and lineal relatives by affinity. The term "their residence" includes the residences of faculty and staff themselves, their spouses, and their lineal relatives (the parents of the spouse are lineal relatives by affinity and are included).
(2) The "15 days" should be calculated from the day of the disaster when the damage occurred. However, to facilitate the reconstruction of homes for affected individuals, the head of the service agency may, depending on the actual needs of the affected individuals, allow them to apply for leave in segments during the period of suspension of work, to assist with disaster rescue and rehabilitation and to quickly restore normal routines.

4. Typhoon Doksuri made landfall on the west coast of Taiwan, causing significant damage in areas such as Yunlin, Chiayi, Tainan, Kaohsiung, and Pingtung. Considering that many elderly individuals living alone in the affected areas have children who have been working away from home for many years and cannot immediately assist their relatives with post-disaster matters, to facilitate the actual care needs of faculty and staff and to accelerate post-disaster reconstruction, if the spouse or lineal relatives of faculty and staff fall under the circumstances specified in the aforementioned regulations, please apply to the school for a leave of absence with supporting documents. The school will consider such applications leniently.
