| (3) | Participants: Teachers from all junior and elementary schools in the city, members of the language counseling group, and teachers responsible for Mother Tongue Day teaching at each school. The Bureau agrees to grant official leave for participants, provided that their teaching duties are managed independently and no substitute teacher fees are incurred. |
