| Explanation: |
| 1. | In accordance with the letter from the Hakka Affairs Council (hereinafter referred to as the "Hakka Council") dated August 27, 114 (2025), reference number Ke Hui Yu Zi Di 1146700735. |
| 2. | To encourage excellent schools in implementing and promoting Hakka language teaching, and to reward individuals who have made outstanding achievements in promoting Hakka language and culture, the Hakka Council has formulated the "Implementation Plan for Rewarding Schools Promoting Hakka Language Teaching" based on the "Regulations for Rewarding the Promotion of Hakka Language Teaching." Additionally, to reward those with excellent achievements in promoting Hakka language and culture, the "Incentive and Capacity Building Plan for Hakka Language Educators" has been formulated in accordance with Article 9 of the "Hakka Basic Law." This is for your prior information. |
| 3. | Article 6 of the "Regulations for the Qualifications and Employment of Hakka Language Teachers in Senior High Schools, Junior High Schools, and Kindergartens," jointly issued by the Ministry of Education and the Hakka Council on December 29, 112 (2023), stipulates that schools with a certain class size shall employ qualified Hakka language teachers, and may do so through joint appointments. This is also for your information. |
| 4. | The criteria for eligibility for rewards mentioned in Subparagraph 4 of Paragraph 4 of the aforementioned "Incentive and Capacity Building Plan for Hakka Language Educators" include those who promote Hakka language and cultivate Hakka talents. This also encompasses those who assist schools within their jurisdiction in completing Hakka teacher employment-related tasks through institutionalized methods. Therefore, the Hakka Council encourages local governments to recommend and recognize such relevant personnel for commendation. |
| 5. | The application deadline for the two implementation plans mentioned in the subject for the year 114 (2025) is October 31, 114 (Friday) (postmark date applies). Late submissions will not be accepted. |
