To inform you about the amendment by the Executive Yuan to Article 3 and Article 4 of the "Notes for Personnel of the Executive Yuan and its Affiliated Agencies (Organizations) Traveling to Hong Kong or Macao."

Notification regarding the amendment of Article 3 and Article 4 of the "Guidelines for Personnel of the Executive Yuan and its Affiliated Agencies (Organizations) Traveling to Hong Kong or Macau" by the Executive Yuan.

Explanation:
1. In accordance with the Taoyuan City Government's official letter dated October 1, 114, with reference number 1140275460.


2. According to Article 6 of the "Guidelines for Personnel of the Executive Yuan and its Affiliated Agencies (Organizations) Traveling to Hong Kong or Macau" (hereinafter referred to as the "Guidelines"), "Personnel of central agencies (organizations) other than the Executive Yuan and local agencies (organizations) at all levels may refer to these Guidelines when traveling to Hong Kong or Macau." To mitigate potential risks for personnel affiliated with the Taoyuan City Government traveling to Hong Kong or Macau, the Taoyuan City Government requests that all agencies refer to the amended Guidelines. Key amendments are summarized as follows:

(1) Prior notification for travel to Hong Kong or Macau for non-official purposes
Addition of Article 3, Paragraph 1, Item 7, Sub-item 3: For personnel traveling to Hong Kong or Macau for non-official purposes, who will not meet or contact specific individuals, prior notification shall be submitted to their affiliated agency (organization) by filling out a notification form three days before the departure date, except in cases of emergency or urgency.

(2) Prior notification for meeting or contacting specific individuals
Addition of Article 3, Paragraph 1, Item 7, Sub-item 4: For travel to Hong Kong or Macau involving meetings or contact with specific individuals, a notification form shall be submitted to the affiliated agency (organization) one week before the departure date, which will then be reported to the Mainland Affairs Council, except in cases of confidentiality or emergency.

(3) Implementation of the "Dynamic Registration System for Taiwanese Traveling to Mainland China, Hong Kong, and Macau"
Amendment of Article 3, Paragraph 1, Item 7, Sub-item 5: Personnel traveling to Hong Kong or Macau, regardless of whether it is a weekday or holiday, shall complete registration in the personnel attendance system before departure. Furthermore, regardless of whether the purpose is official or non-official, registration must be completed in the Mainland Affairs Council's "Dynamic Registration System for Taiwanese Traveling to Mainland China, Hong Kong, and Macau," with a copy sent to the affiliated agency (organization) for record-keeping.

(4) Definition of "Specific Individuals"
Addition of Article 3, Paragraph 2: The term "specific individuals" refers to the following:
1. Hong Kong or Macau official personnel.
2. Hong Kong or Macau legislative representatives.
3. Individuals holding positions or being members of party, military, administrative, or political agencies (organizations) in the Mainland China, or those employed by other official agencies of the Chinese Communist Party in Hong Kong or Macau, including administrative, military, or party-related roles.
4. Personnel of the Association for Relations Across the Taiwan Straits stationed in Hong Kong or Macau.

(5) Procedures for handling temporary meetings or contacts with specific individuals without prior notification
Addition of Article 4, Item 9: In cases of temporary meetings or contacts with specific individuals without prior notification, a notification form shall be proactively submitted to the affiliated agency (organization) within one week of returning to Taiwan, which will then be reported to the Mainland Affairs Council.


3. The Taoyuan City Government requests that its affiliated personnel comply with the aforementioned amended Guidelines before traveling to Hong Kong or Macau and follow the notification procedures as follows:

(1) Prior notification for travel to Hong Kong or Macau
If colleagues travel to Hong Kong or Macau and will not meet or contact specific individuals, except in cases of emergency or urgency, they shall upload the "Notification Form for Personnel of the Taoyuan City Government and its Affiliated Agencies (Organizations) Traveling to Hong Kong or Macau" (as attached in Appendix 3) to the personnel attendance system and register on the "Dynamic Registration System for Taiwanese Traveling to Mainland China, Hong Kong, and Macau" three days before departure. If the travel is for official purposes, the travel dates, itinerary, activities, list of participants, and contact information shall be clearly stated in the "Dynamic Registration System for Taiwanese Traveling to Mainland China, Hong Kong, and Macau."

(2) Notification for meeting or contacting specific individuals
1. If colleagues travel to Hong Kong or Macau and will meet or contact specific individuals, except in cases of confidentiality or emergency, they shall fill out the "Notification Form for Personnel of the Taoyuan City Government and its Affiliated Agencies (Organizations) Meeting or Contacting Specific Individuals in Hong Kong or Macau" (as attached in Appendix 4) and submit it to the personnel unit of their affiliated agency (organization) one week before departure. The personnel unit will then report it to the Mainland Affairs Council.
2. If colleagues have a temporary meeting or contact with specific individuals without prior notification, they shall proactively fill out Appendix 4 and submit it to the personnel unit of their affiliated agency (organization) within one week of returning to Taiwan. The personnel unit will then report it to the Mainland Affairs Council.
