Announcement Compilation

Informing the Ministry of Education's letter interpreting whether the years of service as a substitute teacher in a remote area kindergarten prior to becoming a public senior secondary or elementary school teacher can be credited for salary advancement, in accordance with Article 22, Paragraph 2 of the Teacher Education Act, as amended on May 26, 2017, after completing the required educational internship.

To inform you of the Ministry of Education's letter interpreting whether teachers in public senior and secondary schools (hereinafter referred to as primary and secondary school teachers) can have their salaries advanced based on their prior experience as substitute kindergarten teachers in remote areas, if they have completed their educational practicum by exemption in accordance with Article 22, Paragraph 2 of the Teacher Education Act, as amended on May 26, 2017.

Explanation:
1. In accordance with the Ministry of Education's letter No. TPE-EDU-PERSON(2)-1144203876 dated November 12, 2025, and attached is the original letter.

2. It is understood from the Ministry's letter No. TPE-EDU-PERSON(1)-89000296 dated January 10, 2000, that the years of service as a substitute kindergarten teacher by primary and secondary school teachers could not be counted for salary advancement. Therefore, the years of service as a substitute teacher in public kindergartens, for which educational practicum was exempted in accordance with Article 22, Paragraph 2 of the Teacher Education Act, were originally restricted by the Ministry's letter dated January 10, 2000, and could not be counted for salary advancement.

3. Subsequently, the Ministry relaxed the regulations with Order No. TPE-EDU-PERSON(2)-1140041480A dated May 14, 2025, stipulating that the years of service as a substitute teacher in public kindergartens with excellent performance by public primary and secondary school teachers can be counted for salary advancement in accordance with the regulations. Therefore, the years of service as a substitute teacher in public kindergartens, for which educational practicum was exempted in accordance with Article 22, Paragraph 2 of the Teacher Education Act, by public primary and secondary school teachers can be counted for salary advancement in accordance with the aforementioned order.
