Explanation:
I. In accordance with the letter from the Ministry of the Interior dated November 27, 114 (2025), Tai Nei Min Zi No. 11402223015.

II. In view of the fact that applicants for candidacy should be aware of the provisions of international law and the Act Governing Relations Between the People of the Taiwan Area and the Mainland Area regarding the prohibition of holding elected public office by individuals with foreign nationality, and that elected public officials have a high duty of loyalty to the state, voters should have the right to know whether candidates have established household registration in the Mainland Area, possess a Mainland Area passport, or hold foreign nationality. Therefore, Article 15 of the aforementioned Enforcement Rules has been amended to include provisions requiring the candidate registration application form to include a declaration of not having established household registration in the Mainland Area, not possessing a Mainland Area passport, and not holding nationality of any other country. The declaration of the candidate shall also be published in the election bulletin.
