III. To enhance the knowledge of public place operators regarding sexual harassment prevention, the Municipal Government has produced the aforementioned 2 promotional videos. The videos utilize the "Five Steps for Prevention (Teach, Report, Post, Book, Reveal)" as a prevention mechanism and the "Five Steps for Response (Secure, Report, Evidence, Alert, Prosecute)" as a response process, making "safety" an integral part of space management. Additionally, to enhance public understanding of the spirit of "bystander intervention," the videos demonstrate the "3D Action Strategy" - Distract, Delegate, Direct - to concretely illustrate how the public can take action while ensuring their own safety.
