Announcement Compilation

Announcement: 2026 Civil Service Elite Training Program. Colleagues who wish to participate, please register at the Human Resources Office by the end of the workday on March 4th.

I.The aforementioned plan is established to enhance the professional capabilities of our government colleagues, improve administrative efficiency, and ultimately provide higher quality public services. Key aspects are as follows:
(I)Target Audience: Personnel of all agencies and schools under this government (including contract employees and appointed personnel).
(II)Training Focus: To cultivate four core competencies in our government colleagues: "Reinforce Professional Excellence," "Inspire Leadership Mastery," "Spark Innovative Strategies," and "Energize Body and Mind" (R.I.S.E.). A total of 100 training sessions are planned.
(III)Matters for Cooperation by Agencies:
1.Agencies should carefully select participants based on individual needs and actual job responsibilities, avoiding concentration of training among a few individuals, and ensuring equitable training opportunities for all genders.
2.Once training slots are allocated, if a scheduled participant is unable to attend due to official duties, agencies should select a replacement and complete the registration within the online application deadline.
3.Participants shall be granted official leave and shall arrange for a substitute to handle their duties during the training period.
4.The extent to which agencies cooperate in organizing training sessions and personnel dispatch for training may be considered by the Personnel Department of this government as a significant reference for the performance evaluation of personnel agencies within each agency and the year-end performance review of personnel staff.
(IV)Required Training Hours for Personnel of Agencies and Schools under this Government:
1.20 hours related to work:
(1)Civil servants and contract employees of each agency are required to complete 20 hours of work-related learning annually. Of these, 10 hours are mandatory courses, including artificial intelligence series courses (3 hours) and statutory training and democratic governance values series courses (7 hours, which include environmental education, gender equality, integrity and service ethics, human rights education, transitional justice, administrative neutrality, multiculturalism, and civic participation), with a priority for digital learning. The remaining 10 hours are for other work-related courses.
(2)This government has completed the aforementioned digital learning package courses on the "e-Government Learning Platform." Agencies are encouraged to promote their colleagues to refer to and utilize these resources.
2.Other required hours: As stipulated by relevant laws and regulations.
(V)Language Proficiency Incentive System:
1.For those who pass English proficiency tests, agencies may, under the principle of no duplication of commendations, grant commendations according to the commendation standards and limits specified in this plan.
2.For commendation standards and award amounts for passing Hakka proficiency tests, please refer to the "Taoyuan City Government Measures for Encouraging Employees of Agencies, Schools, and Enterprises to Improve Hakka Proficiency."
