Promote "Do not transmit personal information via LINE or other communication software" to prevent leaks and ensure the protection of official secrets and personal data.

I.In accordance with the letter from the Government Ethics Office of this Administration, dated July 3, 115, document number 1150004684.
II.Recently, multiple reports have been received indicating that agencies, for the convenience of official communication, use instant messaging software (such as LINE) to transmit documents or messages containing personal data. However, the servers of instant messaging software are mostly located overseas. If documents, photos, or conversation records containing personal data (such as ID numbers, contact phone numbers, medical records, etc.) and sensitive official information are transmitted through these platforms, the risk of personal data leakage and disclosure of secrets will be significantly increased.
III.To implement information security protection and confidentiality obligations, please strengthen the dissemination of the following matters to colleagues:
(I)Implement information security protection and confidentiality awareness for official documents: Remind colleagues that when handling official duties that require the transmission of documents involving personal data or sensitive information, they should use formal channels such as the government agency's internal closed information system, encrypted official emails, or physical official documents. It is strictly prohibited to upload documents, images, or other data containing personal data or official secrets to instant messaging software, nor to transmit or provide them to third parties unrelated to their official duties (including individuals who have resigned, retired, or transferred to other agencies) to ensure information security and protect personal data and official secrets.
(II)Strengthen group management: Remind all units that if it is necessary to establish instant messaging software groups for official duties, a dedicated person should be appointed to manage them. Member lists should be regularly reviewed (e.g., individuals who have resigned or transferred should be immediately removed from the group), and it should be emphasized that documents containing personal data or sensitive information are not to be transmitted within the group.
(III)Disseminate legal responsibilities: If personal data is leaked due to negligence, in addition to potential violations of the Personal Data Protection Act, liability for damages, and administrative penalties, the leakage of official secrets may also constitute a violation of Article 132, Paragraph 2 of the Criminal Code for negligent disclosure of secrets other than national defense, punishable by imprisonment for not more than one year, detention, or a fine of not more than NT$9,000.
