Article 31 of the "Teachers Act" clearly stipulates the rights enjoyed by teachers (briefly): "...4. Participate in teacher organizations and engage in other activities organized in accordance with laws and regulations. ..."; Article 39 stipulates the establishment norms for teacher organizations at the school, county/city, and national levels. Therefore, establishing and joining the three-tiered teacher organizations is a fundamental and important right of teachers, and it should be promoted regularly to maintain and protect the basic rights and interests of teachers.
The Association is the only national teacher organization established in accordance with the "Teachers Act." Since its establishment in February 1999, it has advocated for educational reforms, optimized the educational environment, improved the educational workplace, participated in international organizations, and spared no effort in protecting the reasonable rights and interests of teachers and safeguarding the learning rights and interests of students, which is evident to all. To expand assistance to more educators, after the official implementation of the new "Trade Union Act" in 2011, our Association, together with teacher associations from 22 counties and cities, jointly organized a national trade union confederation, the "National Federation of Teachers' Unions" (NFTU). This has driven social labor rights progress, successfully advocated for salary increases and improved working conditions for civil servants and public employees multiple times, making it the largest and most influential teachers' union in the country.
However, after teachers were allowed to organize and join trade unions in accordance with the "Trade Union Act," numerous teacher unions have emerged. The resulting chaos of diverse, fragmented, and self-serving factions, and even mutual obstruction and internal strife, has severely diminished the solidarity of teachers, weakened the influence of teacher organizations, and damaged the positive image of teachers. In this context, a single organization that can unite the strength of teachers nationwide becomes even more important. Our Association calls on all incumbent teachers to actively join their school's teacher association and to demand and urge county and city teacher associations to join the National Federation of Teachers' Unions to create greater positive influence for teacher organizations.
School teacher associations are professional organizations established in accordance with the "Teachers Act" and the "Societies Law," and they are statutory organizations that, in accordance with the mandate of the "Teachers Act," participate in educational reforms and communication. School teacher associations can become partners in perfecting campus regulations and promoting a friendly and warm campus culture. School administrative teams at all levels should regard them as important drivers for the positive development of school affairs. Schools can also, through teacher associations, convey the needs of the teaching front to county and city teacher associations, which then advocate for legal amendments or educational policy promotion through the National Federation of Teachers' Unions. We hope that all schools will recognize the positive functions of school teacher associations, encourage all teachers to join, and assist in the smooth promotion of their affairs.
Based on the three-tiered teacher organization structure, our Association has established and operated a powerful teacher union confederation, the NFTU, for fifteen years. Stopping the competition for exposure and the internal strife and attacks among teacher unions, and concentrating energy and resources to speak out to society, is the only way to effectively solve the severe teacher shortage problem, eradicate the chaos of school affairs meetings, and achieve the greatest benefits in correcting the deteriorating educational predicament. For related policy achievements and association news, please actively click and share the NFTU's 59th newsletter at https://pse.is/9me4z8.
| To avoid excessive use of the electronic official document exchange system and to reduce the workload of administrative partners, please encourage school teacher associations to fill out the following form to provide contact information and establish channels for collecting opinions on issues and communicating policy achievements, in order to strengthen the energy of the three-tiered teacher organizations and unite to exert positive influence as a teacher group.
