1. Article 31 of the "Teachers Act" clearly stipulates the rights enjoyed by teachers (briefly): "...4. Participate in teacher organizations and participate in other activities organized in accordance with laws and regulations. ..."; Article 39 stipulates the establishment norms for teacher organizations at the school, county/city, and national levels. Therefore, establishing and joining the three-tiered teacher organization is a basic and important right of teachers, and it should be promoted regularly to maintain and protect the basic rights and interests of teachers.
2. The Association is the only national teacher organization established in accordance with the "Teachers Act". Since its establishment in February 1999, it has advocated for educational reforms, optimized the educational environment, improved the educational workplace, participated in international organizations, and spared no effort in protecting the reasonable rights and interests of teachers and safeguarding the learning rights and interests of students, which is evident to all. In order to expand assistance to more educators, after the official implementation of the new "Trade Union Act" in 2011, the Association, together with teacher associations from 22 counties and cities nationwide, jointly organized a national trade union confederation, the "National Federation of Teachers' Unions" (NFTU), driving social labor rights progress, and successfully advocating for salary increases and improved working conditions for public and civil servants multiple times, making it the largest and most influential teacher union in the country.
3. However, after teachers were allowed to organize and join trade unions in accordance with the "Trade Union Act", numerous teacher unions have emerged, leading to diversification, fragmentation, and even mutual obstruction and internal strife. This has severely eroded the solidarity of teachers, weakened the influence of teacher organizations, and damaged the positive image of teachers. In this context, a single organization that can unite the strength of teachers nationwide becomes even more important. The Association calls on all incumbent teachers to actively join their school teacher associations and to demand and urge county and city teacher associations to join the National Federation of Teachers' Unions, in order to create greater positive influence for teacher organizations.
4. School teacher associations are vocational organizations established in accordance with the "Teachers Act" and the "Societies Law", and they are also statutory organizations that participate in educational reforms and dialogues in accordance with the tasks assigned by the "Teachers Act". School teacher associations can become partners in perfecting campus regulations and promoting a friendly and warm campus culture. School administrative teams at all levels should regard them as important promoters of positive campus development. Schools can also reflect the needs of the teaching field to county and city teacher associations through teacher associations, and then the National Federation of Teachers' Unions can advocate for legal amendments or educational policy promotion. We hope that all schools will pay attention to the positive functions of school teacher associations, encourage all teachers to join, and assist in the smooth promotion of their affairs.
5. The Association has established and operated a powerful teacher union confederation, the NFTU, based on the three-tiered teacher organization structure for fifteen years. Stopping the competition for exposure and internal strife among teacher unions, and concentrating energy and resources to speak out to society, can effectively solve the severe teacher shortage problem, eradicate the chaos of school affairs meetings, and achieve the greatest benefits in correcting the dilapidated educational predicament. For related policy achievements and association news, please actively click and share the NFTU's 59th newsletter at https://pse.is/9me4z8.
6. To avoid excessive use of the electronic official document exchange system and to reduce the workload of administrative partners, please encourage school teacher associations to fill out the following form to provide contact information and establish channels for collecting opinions on issues and communicating policy achievements, in order to strengthen the energy of the three-tiered teacher organization and unite to exert positive influence as a teacher group. 7. Attached are important publicity materials from the Association, including "A Letter to the Chairperson of the School Teacher Association + Promoting the Positive Development of the Three-Tiered Teacher Organization" and the image file "Promoting the Positive Development of the Three-Tiered Teacher Organization".
