1. Article 31 of the "Teachers Act" clearly stipulates the rights enjoyed by teachers (briefly): "...4. Participate in teacher organizations and participate in other activities organized in accordance with laws and regulations. ..."; Article 39 stipulates the establishment norms for teacher organizations at the school, county/city, and national levels. Therefore, establishing and joining the three-level teacher organization is a basic and important right of teachers, and it should be publicized regularly to protect and safeguard the basic rights and interests of teachers.
2. This association is the only national teacher organization established in accordance with the "Teachers Act." Since its establishment in February 1999, it has advocated for educational reforms, optimized the educational environment, improved the educational workplace, participated in international organizations, and spared no effort in safeguarding the reasonable rights and interests of teachers and protecting the learning rights and interests of students, which is evident to all. In order to expand assistance to more educators, after the formal implementation of the new "Trade Union Act" in 2011, this association, together with teacher associations from 22 counties and cities across the country, jointly organized a national trade union confederation, the "National Federation of Teachers' Unions" (NFTU), which has driven social labor rights progress and successfully fought for salary increases and improved working conditions for public and civil servants multiple times, making it the largest and most influential teachers' union in the country.
3. However, after teachers were allowed to organize and join trade unions in accordance with the "Trade Union Act," numerous teacher unions have emerged, leading to fragmentation, divergence, and the chaos of internal conflicts and mutual obstruction. This has severely eroded the solidarity of teachers, weakened the influence of teacher organizations, and damaged the positive image of teachers. In this situation, a single organization that can unite the strength of teachers nationwide becomes even more important. This association calls on all incumbent teachers to actively join their school's teacher association and to demand and urge county and city teacher associations to join the National Federation of Teachers' Unions to create greater positive influence for teacher organizations.
4. School teacher associations are occupational organizations established in accordance with the "Teachers Act" and the "Regulations on Civic Organizations," and they are also statutory organizations that participate in educational reforms and dialogues in accordance with the tasks assigned by the "Teachers Act." School teacher associations can become partners in perfecting campus regulations and promoting a friendly and warm campus culture. School administrative teams at all levels should regard them as important promoters of positive school development. Schools can also reflect the needs of the teaching field to the county and city teacher associations through the teacher associations, and then the National Federation of Teachers' Unions can advocate for legal amendments or educational policy promotion. We hope that all schools will pay attention to the positive functions of school teacher associations, encourage all teachers to join, and assist in the smooth promotion of their affairs.
5. Based on the three-level teacher organization, this association has established and operated a powerful teacher union confederation, the NFTU, for fifteen years. Stopping the competition for exposure and internal conflicts among teacher unions, and concentrating energy and resources to speak out to society, can effectively solve the severe teacher shortage problem, eradicate the chaos of school affairs meetings, and achieve the greatest effectiveness in correcting the deteriorating educational predicament. For related policy achievements and association news, please actively click and share the NFTU's 59th newsletter at https://pse.is/9me4z8.
| 6. To avoid excessive use of the electronic official document exchange system and to reduce the workload of administrative partners, please encourage school teacher associations to fill out the following form to provide contact information and establish channels for collecting opinions on issues and communicating policy achievements, in order to strengthen the energy of the three-level teacher organization and unite to exert positive influence as a teacher group.
