Announcement Compilation

To inform you about the amendment of Article 3 and Article 4 of the "Notes for Personnel of the Executive Yuan and its Affiliated Agencies (Organizations) Traveling to Hong Kong or Macao" by the Executive Yuan, and the establishment of the "Principles for Recommended Disciplinary Actions for Civil Servants of the Executive Yuan and its Affiliated Central and Local Agencies (Organizations) and Schools Traveling to Mainland China in Violation of Laws/Regulations," please ensure that all administrative personnel of our school comply with these regulations before traveling to Mainland China, Hong Kong, or Macao.

For your information, the Executive Yuan has amended Article 3 and Article 4 of the "Notes for Personnel of the Executive Yuan and its Affiliated Agencies (Organizations) Traveling to Hong Kong or Macao," and has established the "Principles for Recommended Disciplinary Actions for Civil Servants of the Executive Yuan and its Affiliated Central and Local Government Agencies (Organizations) and Schools for Illegal (Irregular) Travel to Mainland China." All administrative personnel of this university are required to comply with these regulations before traveling to mainland China, Hong Kong, or Macao.

Explanation:
1. In accordance with the Executive Yuan's letter No. 1140002559 dated September 22, 114, the General Directorate of Personnel's (hereinafter referred to as the General Directorate) letter No. 3027027028 dated September 18, 114, and the Taoyuan City Government's letter No. 1140275460 dated October 1, 114, and attached is one copy of the original letters (including attachments and a simplified guide to regulations for civil servants applying to travel to mainland China, Hong Kong, and Macao).

2. Furthermore, the Executive Yuan has established the "Principles for Recommended Disciplinary Actions for Civil Servants of the Executive Yuan and its Affiliated Central and Local Government Agencies (Organizations) and Schools for Illegal (Irregular) Travel to Mainland China (hereinafter referred to as the Principles for Disciplinary Actions for Travel to Mainland China)" and the "Principles for Recommended Disciplinary Actions for Civil Servants of the Executive Yuan and its Affiliated Agencies (Organizations) and Schools for Irregular Travel to Hong Kong and Macao (hereinafter referred to as the Principles for Disciplinary Actions for Travel to Hong Kong and Macao)," both of which will take effect on July 1, 115.

3. If any Taoyuan City Government employee violates regulations by traveling to mainland China, Hong Kong, or Macao, disciplinary action shall be taken in accordance with the following provisions:
(1) Personnel of agencies and schools should refer to the disciplinary action levels listed in the aforementioned Principles for Disciplinary Actions for Travel to Mainland China and Principles for Disciplinary Actions for Travel to Hong Kong and Macao, and impose disciplinary actions in accordance with relevant regulations such as the "Key Points for Handling Disciplinary Cases of Civil Servants of the Taoyuan City Government and its Affiliated Agencies and Schools."
(2) State-owned Enterprises:
1. Principles for Disciplinary Actions for Travel to Mainland China: For those applicable under the "Act Governing Relations Between the Taiwan Area and the Mainland Area" (Note: equivalent to personnel at Grade 11 or above), reference should be made to these principles, and disciplinary matters should be handled in accordance with the personnel management regulations of each company.
2. Principles for Disciplinary Actions for Travel to Hong Kong and Macao: For those applicable under the "Civil Service Act" (Note: i.e., chairpersons, general managers, directors, supervisors, excluding non-salaried directors and supervisors representing private shares), reference should be made to the disciplinary action levels listed in the aforementioned two principles, and disciplinary matters should be handled in accordance with the personnel management regulations of each company.
